The proposed partnership aims to develop modern livestock production facilities, including breeding and veterinary care infrastructure.

SUDAN – Sudan’s Ministry of Animal Resources and Fisheries and Qatar’s Etihad Al-Mustaqbal Holding Company agreed to sign a memorandum of understanding (MoU) to explore investment in the country’s livestock and fisheries sectors, including developing modern animal production facilities.
The agreement followed a meeting in Khartoum on October 25, 2026, between Minister of Animal Resources and Fisheries Ahmed Al-Tijani Al-Mansouri and the company’s CEO, Abdul Jalil Samir.
The proposed livestock production cities would include breeding and veterinary care facilities to support animal production.
Sudan is seeking foreign investment to revive its economy after prolonged conflict damaged infrastructure and key production sectors.
The proposed partnership is intended to strengthen economic cooperation between Sudan and Qatar while supporting the development of the country’s livestock industry.
Veterinary infrastructure and livestock development
According to the ministry, the Qatari company expressed interest in investing in livestock and fisheries projects, particularly establishing livestock production cities.
The proposed facilities would bring breeding and veterinary services together in centralised locations.
Developing veterinary infrastructure could help strengthen animal health management, while improved breeding facilities could support livestock production.
However, the reports did not specify the scale of the proposed projects, their investment value, or an implementation timeline. They also did not confirm plans for feed manufacturing or other feed-related investments.
Minister Al-Mansouri said the ministry was prepared to support investors and address administrative and logistical obstacles that could hinder project implementation.
He emphasised the need to create an attractive investment environment and better utilise Sudan’s livestock resources.
The minister also announced plans to organise promotional visits to several Arab countries to present investment opportunities in Sudan’s livestock sector.
The initiative is intended to attract foreign investors and encourage Sudanese expatriates to contribute to the sector’s development.
The Qatari delegation reaffirmed its interest in strengthening investment partnerships with Sudan, particularly in livestock and fisheries.
It also acknowledged the Sudanese Embassy in Doha’s support in facilitating the visit.
Qatari investments in Sudan are estimated at US$1.7 billion to US$2 billion across about 60 projects in sectors including agriculture, banking, real estate, and mining, according to one report.
The planned MoU would provide a framework for identifying areas of cooperation between the ministry and the company.
Further details on funding, project implementation and potential effects on livestock production and feed supply chains have not been disclosed.
